You guys said you were looking for three criteria (aside from the fact that she needs to be smiling) for this shoot, and I think I've nailed each of them here.
Needless to say, this shot is commercial because it's a photoshoot. But even more than that, Miley has a lot of commercial appeal. She's a youthful pop-singer, and this shoot helps emulate that young appeal.
In terms of an interesting setting, she's not plastered up against a white wall like in most of her shoots. The silver chair isn't the focus of the shot, but rather it works in a way that brings the attention to Miley. Her smile is the center of the picture, and definitely catches your attention.
Finally, this is a fresh shot because it's very clear. Miley's smile jumps off the page at you because it's cute, but also a tad cunning. There's a story here. I also think her yellow blouse and accessories help the overall vibrancy of the photo.
